The certificate features the flags of the United States and Imperial Iran in the two upper corners; a gold seal with a red, white, and green ribbon on the bottom; and two shaking hands in the middle. It symbolizes “friendship” between the United States and Iran during the Cold War.

The translation on the transmittal slip reads: “This certificate of participation is awarded to [name] in recognition of his or her successful participation in a Point Four or joint Point Four-Iranian program, activity, effort, training, etc., at some time during the recent past in the Ostan [Province] of Shiraz. It is a reminder of successful joint Iranian-American efforts for the common good, and is offered as a tribute to the people who helped make these success[es] possible.”
