I would like to thank the members of my thesis committee, Professors Joshua Cohen, Hayward Alker, and Kenneth Oye, for their exceptional support in the development of this work. Joshua Cohen and Hayward Alker, who have been on the committee from the outset, have read more versions than I care to enumerate; and at each juncture they provided useful comments on the ideas, the organization, and the sources. Their patience and confidence helped me keep working to articulate ideas which were extremely fuzzy at the outset. All three members of the committee read the last two drafts and made comments which had an important, constructive impact on the final outcome.
